New Moscow Well

I read the story in the Daily News regarding $100,000 for purchase
of a plot of land for a new well, which the City "needs."

I gather that the site is very close to the west City Limits/ID-WA
state line.

Was this site selected in order to be prepared to deliver water
most efficiently to new development in Whitman, County, Washington 
State?????????
