COMMISSIONERS PROCEEDINGS
Week of December 13, 1999

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session.  The following actions were taken:

Approved, signed, filed Commissioners’ proceedings for the week of December
6, 1999.

Denied request for tax cancellation by Tod & Cindy Barnhart, RPM04800030030.
Did not file homeowner’s exemption in time to be included in assessment
cycle.  Commissioners Stauber and Kimmell voted to deny, Commissioner Duncan
voted to approve.

Approved, signed, filed tax cancellation request by Audiological Services,
PPA120.  Tax based on non-report addition.  Taxpayer submitted an accurate
report resulting in lower values.

Approved, signed, filed tax cancellation request by Ben & Shirley Koester,
SPK036.  Equipment was not acquired till May 1999, and should be figured at
¾ value on first year.

Approved, signed, filed tax cancellation request by William A. Blecker Jr.,
RPM05600050140A.  Mathematical error.

Approved, signed, filed tax cancellation request by Jem Machine, Inc.,
RPJ139000D002A.  Adjustment after auction and fire.

Approved, signed, filed tax cancellation request by Raymond J. Greiser, Et
al, RP37N05W102451.  Cancel to avoid double taxation.

Denied request for tax cancellation by Shane & Sherrie Garner,
RPG1300009011B.  Owners were not occupying residence.

Approved, signed, filed tax cancellation request by Lee Remodeling &
Concrete, PPL225.  Moved out of state, no equipment in Latah County in 1999.

Approved, signed, filed Extension Request for Personal Property Taxes by Ron
Steendahl, MH24CT00220A.  Will pay on or before January 5, 2000.

Approved, signed, filed  request for Retail Alcohol Beverage License, Laura
A. Aichele dba Laura’s Tea and Treasure, 520 S. Main Street, Moscow, for
year 2000.

Filed resignation of Greg Kirk as Building Inspector II.  Table of
Organization, Planning & Building, Department 11, Line 05.  Effective
December 30, 1999.

Approved, signed, filed request to transfer Carol Alexander from Permit
Technician to Building Inspector II.  Table of Organization, Planning &
Building, Department 11, Line 05.  Effective January 1, 2000.

Request to hire Joshua T. Kahn as Tracker.  Table of Organization, Youth
Services, Department 08B, Line 05.  Effective December 9, 1999.

Filed Final Decision by the Idaho State Board of Tax Appeals, Appeal No.
99-A-7406, in the matter of the Appeal of Andrew J. and Patricia J. Estrada.
Board of Equalization decision sustained.
Approved, signed, filed request to purchase vehicle by Youth Services.
Funds were budgeted for.

Filed Conflict Public Defender hours for the month of November, 1999, as
submitted by D. Ray Barker.

Approved, signed, filed, Recommendations from the Compensation Committee,
and directed Prosecutor’s Office to amend Personnel Policy Handbook; BOCC to
follow-up on other Compensation Committee recommendations.

Motion and Order to direct Prosecutor to amend the Personnel Policy
Handbook, Section 7.4 to read: “The explanation will be put into the system
by payroll.  The effective date of the change will be the first day of the
month of the anniversary of hire.  The Elected Official/ Department Head may
designate a later date for the increment eligibility, based on the Personnel
Change Request Form.  To be effective January 1, 2000.

 Motion and Order to amend the Personnel Policy Handbook - Appendix D,
Section 2.1 to conform with the new salary scales.

Filed Report of Cash Balance for Latah County by Clerk/Auditor.

Signed and filed correspondence to members of Latah Health Services
Fact-finding Committee, per Motion and Order from December 6, 1999.

Filed notice of Goswin Sievert Trust expenditure for residents of Latah
Health Services, using interest from savings account.  Certificate of
Deposit remains invested.

Filed ICRMP Vehicle Damage Report on Latah County Parks & Recreation
vehicle, 1995 Dodge Dakota.

Approved, signed, filed memo from Sheriff regarding salvage rights on
wrecked 1990 Sable.

Motion and Order to approve Chair’s signature, signing over 1990 Sable to
Farm Bureau Insurance Agency.

Motion and Order to approve Chair’s signature on Preferred Fare Agreement
with Inter-State Aviation, Inc.

Convened in Executive Session at 1:32 P.M. on December 13, 1999, to discuss
indigent matters, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned
at 1:39 P.M.  Reconvened at 1:50 P.M., Adjourned at 2:28 P.M.

Motion and Order to pay Idaho Department of Lands, $1,000.00 for Moose Creek
Lease #M009.

Approved, signed and filed authorization to award eight hours vacation pay
to employees attaining 5, 10, and 15 years of service to Latah County in
1999.

Approved, signed, filed Acceptance of Contract Amendments Exhibit A:
Schedule of Reimbursement, Exhibit B: Other Terms as contract amendments to
solid waste disposal and program services performed pursuant to the Solid
Waste Disposal Agreement dated December 20, 1994.

Convened in Executive Session at 10:02 A.M. on December 15, 1999, to discuss
indigent matters, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned
at 11:09 A.M.  4 cases approved, 5 cases denied.

Approved addendum to BOCC Motion and Order of November 24, 1999 to include
the designated language of 3 hours Holiday Pay for full time regular
employees.

Motion and Order to approve the Chair’s signature on the Memorandum of
Understanding between Latah County and Idaho Kids Count, subject to approval
from and by ICRMP for liability coverage.

Motion and Order to adopt (for Latah Board of Community Guardians) the
staggering of positions  A,B, and I initially 3 years and then revert to 2
years.  Positions C, D, G, H, and K are for 2 years, then revert to 2 years.
Positions E, F, and J will be for 1 year initially and then revert to 2
years thereafter.

Denied request for reconsideration of tax cancellation for 1999 tax year
alone by Tod & Cindy Barnhart, RPM04800030030.  No new information
presented, decision upheld.

Denied, signed, filed request by Bovill Community Presbyterian Church to
refund building permit cost, and direct Planning and Building Office to
forward a letter confirming denial of request.

Convened in Executive Session at 12:55 P.M. on December 16, 1999, to discuss
indigent matters, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned
at 1:02 P.M.
