regular session.  The following actions were taken:

mobile home was moved out of Latah County.

taxation.

Approved, signed, filed 1999 tax cancellation request, PP5090, business was
never started but due to non-report, an estimated value was given.

Approved, signed, filed 1999 tax cancellation request PPS096, value was
based on estimation; upon receiving accurate information, value was lower
than estimation and adjustment was made.

Motion and Order to open as Board of Equalization from November 22, 1999
through December 6, 1999, pursuant to Idaho Code 63-501.

Filed and forwarded request from Gary Riedner, City of Moscow, to waive fees
for use of the County Fairgrounds for a Community Millennium Celebration on
December 31, 1999, to the Latah County Fair Board.

Approved, signed, filed declaration of surplus equipment - Computer Desk
#02310 (relocated to Appraisers’ Office), and Wooden Work Table.

Approved, signed, filed request to hire Marsha Tyg Reid as Rural Development
Coordinator, Table of Organization, Rural Development Department, Line 05I,
Line 01.  Effective October 26, 1999.

Motion and Order, (having held a public hearing, November 17, at 3:00 p.m.,
noting no member of the public appeared) to ratify Latah Solid Waste
Ordinance #99-208, establishing solid waste disposal collection system,
providing for regulations governing rural container system, collection
system, landfills, funding of maintenance and operation, special permits,
waste tire management, contract coordinator, severability and enforcement.
Effective November 22, 1999.

Approved, signed, filed County Treasurer’s and Auditor’s financial reports
pursuant to Idaho Code 31-2112 and 31-2307, including Treasurer’s/Auditor’s
Joint Quarterly Reports, Remaining Cash Balances, Statements of Treasurer’s
Cash and Operation in Funds Summary Report as of July 31, 1999, August 31,
1999, and September 29, 1999.

Approved, signed, filed request to issue fuel card for county vehicle to
Marsha Reid, Rural Development Department.

Approved, signed, filed Resolution 99-28, transferring funds from the “Youth
Services State Cigarette Tax” “B” Budget to the “Youth Services State
Cigarette Tax” “A” Budget, $655.00.

Motion and Order to approve the Chair’s Signature on the Personal Services
Agreement between Latah County and Ken Bausch Jr. from November 24, 1999
through December 13, 1999 for $15,673.663 for the Genesee flood mitigation
grant, HDRI-99-II-2.

Filed minutes from the Latah County Parks and Recreation Board.  The Parks
and Recreation Board will conduct a series of public meetings regarding the
proposed lease of the Phillip’s Farm; the Board of County Commissioners will
provide assistance as needed.

Approved, signed, filed Commissioners’ proceedings for the week of November
15, 1999.

Approved, signed, filed one-year increment increase for Kathy Jo Nygaard as
Legal Assistant.  Table of Organization, Prosecuting Attorney, Department
07, Line 11.  Effective December 1, 1999.

Approved, signed, filed two-year increment increase for Jason Kilborn as
Maintenance Mechanic I.  Table of Organization, Buildings and Grounds,
Department 05F, Line 06.  Effective November 1, 1999.

Approved, signed, filed Solid Waste Fee Adjustment MH 23CT00022A, November,
December 1999. Home vacant and will not be occupied prior to January.

Motion and Order to set solid waste fee for calendar year 2000, for
residents who qualify for Circuit Breaker Program at $165.84 per year.  Can
limit not required.

Motion and Order to approve and forward the Latah County Groundwater
Management Plan Goals to the Palouse Basin Aquifer Committee.

Motion and Order to authorize Duane Priest to convene a committee to
complete a needs analysis study regarding the County’s Geographic
Information System (GIS) and develop a mission statement and implementation
plan.

Motion and Order to approve Latah County Systems Technician I job
description, pending Compensation Committee review, and authorize acting
Information Services Director to hire for this position as soon as possible.
Position is part-time irregular.

Approved, signed, filed memo From Sheriff Crouch notifying Board of two 10K
propane generators from military surplus to be used as emergency power. One
is trailer-mounted and could be moved as needed, the other will be used for
the fairgrounds for emergency shelter needs.

Motion and Order to approve letting county employees leave at 2:00 p.m. on
December 23, 1999 with full, 8-hour pay.

Approved, signed, filed request to purchase boot brushes and floor mats for
use at County Courthouse.

Filed amended listing of documents on Notice of Appeal of Protest of
Valuation before State Board of Tax Appeal by Palouse Hills Adventist
School, Parcel Number LR39N05W167500A.

Motion and Order to approve Chair’s signature on Professional Services
Contract, with the Children’s Health Clinic, now called the Idaho Child and
Youth Study Center, effective October 1, 1999 through September 30, 2000,
and initial the amended appendix A.

Motion and Order to approve Chair’s signature on Children’s Mental Health
Clinic Contract between Latah County Youth Services and Family and Children’
s Services. Effective October 1, 1999 through September 30, 2000.

Convened in Executive Session at 3:12 P.M. on November 24, 1999, to discuss
indigent matters, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned
at 3:36 P.M.  Seventeen cases approved, two cases denied.
