Needing more Help!

Dear visionaries,

I am once again asking for your help.  Some of you ma
remember that I was asking about the Forest Service
and so forth and I have made progress.  However am in
need of some more help.  I am wondering if there are
some standard Reports that must be done by the Forest
Service when they are prepare to do any type of road
building/altering or development of campgrounds.  I
have asked the Forest Service my self (Suzanne Lay;
Palouse Ranger Dist..) and have received no answer.  I
know that in the Frank Church/Gospel Hump area they
did DEIS and impact studies as well as future
management and us reports.  Are there not some set in
stone by law studies that must be done before
construction can begin in the USFS?
