In general, there's a historical american distrust of government and it's
ability to make sound fiscal decisions. Often, this is a valid perception,
but just as often, it's not. People generally vote their wallets, as the
saying goes, and if a proposed municipal improvement isn't obvious, folks
just won't vote to spend any money. An example locally is the fiasco with
the improvements to the Troy High School. The place may have to be
condemned before locals vote for a bond, though certainly some in the
community can't really afford any more property tax.
