COMMISSIONERS PROCEEDINGS
Week of October 13, 1999

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session.  The following actions were taken:

Convened in Executive Session at 10:07 a.m. on October 13, 1999, to discuss
Litigation, pursuant to Idaho Code Section 67-2345 (1) (f). Adjourned at
10:14 a.m. Reconvened at 10:36 a.m. and adjourned at 10:41 a.m.

Motion and Order to authorize the Prosecutor to arrange for the ADA County
Prosecutor to represent Latah County in the pending litigation with Idaho
State Broadcaster Association, Inc. vs. Lance, et al US District Court Case
CIV99-0432-S-LMB.

Approved, signed and filed Solid Waste Fee Exemption Request for
MH05CT00001A October through December 1999 and for year 2000. Home is vacant
and for sale.

Approved, signed and filed Solid Waste Fee Exemption Request for
MH02CT00014A, October through December 1999 and for year 2000.  Due to
health reasons, owner no longer lives in residence.

Motion and Order for the Board, Solid Waste Coordinator Don Bafus, and a
clerk to visit the Idaho Waste System Facilities in Boise at the expense of
Idaho Waste Systems for information gathering, concerning Solid Waste
issues.

Approved, signed and filed liquor license transfer for Basillio’s Italian
Ristorante, 100 W. 4th Street, Moscow.

Approved, signed and filed liquor license transfer for WINCO Foods, Inc. #29
1700 W. Pullman Road, Moscow.

Approved, signed and filed request for cancellation of taxes, due to
hardship, on Parcel Number RP01810001001AA, due to spouse deceased and
income reduction.

Approved, signed and filed request for cancellation of Timber Yield Volume,
due to wrong classification by mill of Ponderosa Pine as White Pine, on
Parcel Number RP41N02W327892.

Approved, signed and filed Commissioners’ proceedings for the week of
October 4, 1999.

Filed Conflict Public Defender hours for the month of September, 1999, as
submitted by D. Ray Barker.

Filed Public Defender hours for the month of September, 1999, as submitted
by Brian D. Thie.

Filed Public Defender hours for the month of September, 1999, as submitted
by Steven C. Mahaffy.

Filed Public Defender hours for the month of September, 1999, as submitted

Approved, signed and filed Indemnity Bond to Potlatch Arts Council, in the
amount of $25.00.

Motion and Order to approve the Chair’s signature to transfer the title of
1992 Chevrolet Caprice to Ambassador Auto.  Vehicle is a trade-in for
Sheriff’s Department.

Motion and Order to approve the Chair’s signature to transfer the title of
1994 Chevrolet Caprice to Ambassador Auto.  Vehicle is a trade-in for
Sheriff’s Department.

Motion and Order to authorize the Chair’s signature on the application for
the Idaho Community Foundation Grant to obtain funding for the North Idaho
Youth for Justice Summit.

Approved, signed and filed request from Elaine Broyles to authorize issuance
of building key to
Youth Services.

Signed and filed Freemont County Commissioners’ Proposal for Cooperating
Counties’ Environmental Impact Statement.

Signed and filed monthly billing process memo from Sheriff’s Office.

Signed and filed Jail Food Budget memo from Sheriff’s Office.

Motion and Order to approve the Chair’s signature on the Facilities Use
Agreement between Latah County and University of Idaho for Scuba Training
providing the later addendum is satisfactory.  Effective date will be from
date of signature until October 1, 1999.

Approved, signed and filed recommendations from Compensation Committee for
changes in the point scale for Deputy Court Clerks I, II, III.
Signed and filed Vehicle Damage Report, Sheriff’s Office Vehicle #17.

Signed and filed Vehicle Damage Report, Sheriff’s Office Vehicle #18.

Approved, signed and filed request to hire Eric Henson as Part-time
Irregular Systems Technician.  Table of Organization, Information Systems,
Department 05D, Line 05.  Effective October 12, 1999.

Signed and filed termination of Cindy Miles as Communications Specialist.

Effective October 8, 1999.

Motion and Order to authorize the Chair’s signature on contract with VRI
(VYDAS Resources, Inc.)  Effective October 1, 1999.

Signed and filed copy of grant from Bureau of Disaster Services for
relocation activities in Troy, $36,715.00 and Genesee, $17,543.00.

Signed and filed copy of USDA Forest Service Grant for development of
non-timber forest products, $6,250.00.

Convened in Executive Session at 3:25 p.m. on October 13, 1999, to discuss
Labor negotiations or acquisition of an interest in real property; pursuant
to Idaho Code Section 67-2345 (1) (c). Adjourned at 4:26 p.m.

Motion and Order to approve the Chair’s signature on the personal services
contract with Thomas Mueller, PhD to assess the county’s current state of
technology and information services.  Effective October 13, 1999 through
November 3, 1999.

Convened in Executive Session at 5:31 p.m. on October 13, 1999, to discuss
indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned at
5:52 p.m. Nine (9) cases were approved, and two (2) cases were denied.
