I would argue that one of the causes of this are more people are being
locked up for consensual "crimes" with very high mandatory minimums. These
mandatory minimums come from that wellspring of civil rights abuses, the
War On Some Drugs. I'm sure the Sentencing Project has statistics on who is
in prison for what crimes. What's sad is we're letting violent criminals
out early because the prisons are full of non-violent offenders.
