I only want to comment on the statistics in your posting--

You know: Trucks (I assume big trucks) account for only 4% of vehicle
registrations but "commit 22% of all highway accidents, over five times
their share."

I'd like to know what "committing accidents" means -- I suspect it may
mean "being involved in," which is a different kettle of fish.

But basically, I suspect that the average big truck is driven more than
five or six times as many miles as the average vehicle, and thus the
accident rate you report supports the conclusion that truck miles are
safer than the miles ordinary people drive. And that conclusion would
apply to hours of operation as well as miles.
