Agreed that no "official" change can occur w/o legislative action since 
all regulation of the private sector must stand on legal statute. But to 
go in that direction, wouldn't networking thru the www and LTE's in 
newspapers raise the level of public awareness? Admittedly, those who 
depend for their livelihood on the present system of trucking and hiways 
will not want to join the chorus. But then, how many more deaths and esp. 
child fatalities will it take for even them to change their minds?  In 
the last month -- based on reportings to the media -- four vehicles, two 
in CA and two in MI were crushed to the pavement with occupants inside by 
overturned trucks whose drivers had either fallen asleep thru fatigue or 
were under the influence of  some substance.  How many more of these will 
it take before people will demand some kind of monitoring? A relative of 
mine used to work for the CA Hiway Patrol. When asked why they did not 
monitor and police truckers more frequently on the road, he said "We 
don't touch them except for serious safety infractions." !! What does 
that tell us about politics and its sometimes insideous consequences?
