COMMISSIONERS’ PROCEEDINGS
Week of July 12, 1999

Commissioners Samuel G. Duncan, Loreca J. Stauber and Paul Kimmell met in
regular session; The following actions were taken:

Sitting as Board of Equalization upheld assessed valuation on Parcel Number
40N03W360596, owned by Larry and Shawn Cernik.  Commissioners Stauber and
Duncan voted yes.  Commissioner Kimmell voted no.


Approved, signed and filed renewal of alcohol beverage license, Dog House
Saloon, 511 S. Main, Troy, Idaho.

Approved, signed and filed request by Sheriff to waive Conditional Use
Permit fee for proposed firearms training area.

Approved, signed and filed request to purchase Juvenile Probation jackets,
Youth Services.

Filed public defender hours for the month of June, 1999 as submitted by
Steven C. Mahaffy.

Filed public defender hours for the month of June, 1999 as submitted by D.
Ray Barker.

Approved, signed and filed request for three-year salary increment increase
for Richard Campbell, Sheriff’s Department.  Department 04A, Line 07.
Effective August 1, 1999.

Approved, signed and filed request for five-year salary increment increase
Deanna King, Sheriff’s Department.  Department 04D, Line 03.  Effective
August 1, 1999.

Approved, signed and filed request for five-year salary increment increase
for Matthew Stienbaugh, Sheriff’s Department.  Department 04B, Line 14.
Effective August 1, 1999.

Approved, signed and filed request for ten-year salary increment increase
for Brian Strampher, Sheriff’s Department.  Department 04B, Line 05.

Approved, signed and filed request for one-year salary increment increase
for Richard Manell, Sheriff’s Department.  Department 04E, Line 10.
Effective August 1, 1999.

Approved, signed and filed request to hire Joseph D. Espy as full-time
deputy in Investigations, Sheriff’s Department.  Department 04C, Line 03.
Effective August 1, 1999.

Approved, signed and filed resignation of Tori S. Hindman as Probation
Officer, Youth services.  Department 08A, Line 04.  Effective August 7,
1999.

Motion and Order to approve Chair’s signature on maintenance agreement with
Inland NW  Services, Inc., Konica Copier Model 2590,  Assessor’s Office.
Effective January 1, 1999 to December 31, 1999.

Approved, signed and filed Indemnity Bond for Gritman Home Health for
$614.00.

No action taken on Indemnity Bond for PIPE.  Withdrawn at Auditor’s request.

Approved, signed and filed request to declare surplus property, Social
Services Department, one large table, TA 10 key and small 10 key.

Sitting as Board of Equalization upheld assessed valuation on Parcel Numbers
RPM00000088930A, RPM00000088400A, RPM00000088935A, and RPM1140001018AA owned
by Demetrius J. and Toni J Koubourlis.

Sitting as Board of Equalization, revoked the tax-exempt status on Parcel
Number LR39N05W167500A owned by Palouse Hills Adventist School.
Commissioners Stauber and Duncan voted yes.  Commissioner Kimmell voted no.

Sitting as Board of Equalization upheld assessed valuation on Parcel Number
RPD1290002004C, owned by H. Lynn and Bertie K. Woodin.

Sitting as Board of Equalization granted a timber exemption and a Category 6
designation on Parcel Number RP40N03W010300A and set the value at $7,397.00,
owned by H. Lynn and Bertie K. Woodin.

Sitting as Board of Equalization, upon the recommendation of the County
Assessor set valuation on Parcel Number RP41N04W103310 owned by Princeton
Church of the Nazarene in the amount of $21,400.00.  Granted acreage beneath
the church and parking lot to be tax exempt.

Sitting as Board of Equalization, granted tax-exempt status on Parcel Number
RPM004001004BA, owned by Faith Ministries.

Sitting as Board of Equalization, upon the recommendation of the County
Assessor, canceled valuation in the amount of $4,635.00 on Parcel Number
RP43N04W287808, due to removal of hay shed prior to January 1, 1999.

Motion and Order to adjourn as the Board of Equalization on July 12, 1999 at
1:05 p.m.

Having held a public hearing as provided by law, Motion and Order to adjust
the 1998-99 budget as follows: increase the Justice-Sheriff Fund line
08-45-801-00 in the amount of $105,000; increase the Justice-Sheriff Fund
line 08-45-803-00 in the amount of $10,000; increase the Revaluation Fund
line 20-00-722-00 by $1,783; create the Sheriff-Community Policing Contract
Fund line 32-00-407-09 in the amount of $10,000; create the Sheriff
Community Policing Contract Fund line 32-00-439-07 in the amount of $2,000;
create the Sheriff Community Policing Contract Fund line 32-00-446-08 in the
amount of $2,000;and increase the Current Expense - General Fund line
01-18-726-00 by $929.  These funds are unscheduled revenues or carry forward
funds and the expenditure of these funds will be at no additional cost to
the taxpayers of Latah County.  The Board directs the County Auditor to make
the necessary adjustments.  Minutes and tape are on file in the Auditor’s
office.

Approved, signed and filed Resolution #99-12. A resolution transferring
funds from “Current Expense-01” to “Revaluation-20”.  Cash balance of
$1,783.00.

Motion and Order to approve Chair’s signature on the Latah County
Proclamation of Termination of Local Emergency 96-02 of February 8, 1996.

Motion and Order to approve Chair’s signature on the Customer Proprietary
Network Information consent from GTE.

Veteran’s Services Budget Presentation held on July 13, 1999 by Richard
Lyons.  No action taken at this time.

Motion and Order to approve Idaho Liquor Catering Permit to Silver Saddle,
509 Pine, Potlatch, Idaho for Potlatch Days, July 18,1999.

Approved, signed and filed Commissioner’s Proceedings for week of July 6,
1999.

Filed public defenders hours for the month of June, 1999 as submitted by
Gregory C. Dickison.

Filed public defenders hours for the month of June, 1999 as submitted by
Brian D. Thie

Motion and Order to seek proposals for appraisal of railroad right-of-way,
Moscow to Troy, not to exceed $25,000.

Motion and Order to authorize Chair’s signature on Memorandum of Agreement
for Work Experience with Idaho Department of Labor, JTPA.

Tax Adjustment hearing for Parcel Number RPD1280011007AA tabled.

Filed Notice of Appeal from Andrew J. and Patricia J. Estrada to the Idaho
State Board of Tax Appeals on Parcel Number RPM08850010050A.

Motion and Order to deny maintenance services for university-owned vehicle,
used by Cooperative Extension.

Approved, signed and filed request to declare surplus property, Treasurer
Department, personal computer, terminal, and monitor.

Motion and Order accepting Disaster Recovery Grants from HUD/State of Idaho
for $36,215 for housing relocation in Troy, and $17,043 for housing
elevation in Genesee.
Also authorizing Chair to notify affected communities/agencies.
