Latah BOCC proceedings for week of July 6, 1999



COMMISSIONERS’ PROCEEDINGS
Week of July 6, 1999

Commissioners Samuel G. Duncan, Loreca J. Stauber and Paul Kimmell met in
regular session; The following actions were taken:

Convened in Executive Session at 9:37 a.m. on July 7 to discuss personnel
matters pursuant to Idaho Code Section 67-2345 (1)(a)&(b).  Adjourned at
9:55 a.m.

Approved the chair’s signature on the Certificate of Title to transfer
Sheriff’s Department vehicle, 1982 Dodge Pickup to the Buildings and Grounds
Department.

Approved, signed and filed request to cancel taxes for 1998 on Parcel
#38N83W193157, mistake in classification of timber from Department of Lands.
Adjustment from White Pine to Ponderosa Pine.

Motion and Order to approve and authorize the Chair’s signature on lease
agreement for Eastside Marketplace by Youth Services Department, between
Bennett Holding and Latah County.

Motion and Order to approve the status of the Auditor Assistant position to
be designated as “at will”; amending the Personnel Policy Handbook, as
requested by Auditor Susan Petersen.

Approved, signed and filed request to hire Leah M. Peterson Auditor
Assistant. Table of Organization Auditor/Recorder,  Department 01B, Line 03.
Effective July 8, 1999.

Approved, signed and filed request to hire Larissa Morton as full-time
Administrative Secretary/Program Assistant.  Table of Organization
Cooperative Extension.  Department 10, Line 03.  Effective August 3, 1999.

Sitting as a Board of Equalization upheld the Assessor’s valuation on parcel
RP39N04W156888A pursuant to Idaho Code 63-501 for the property owned by Mark
S. Hagen.

Sitting as a Board of Equalization set valuation upon recommendation of
Assessor in the amount of $104,570 on parcel RPM06600140140 pursuant to
Idaho Code 63-501 for the property owned by Douglas A. and Melanie J.
Wasankari.

Approved, signed and filed request for Solid Waste refund for Michael and
Tracy Carter, due to two houses on one property.

Approved, signed and filed Solid Waste Fee Adjustment request from Joseph
and Carla Gallegos for Parcel RP39N02W025431A01.  House has not been lived
in for two years.

Convened in Executive Session at 9:40 a.m. on July7, 1999, to discuss
indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned at
10:05 a.m. Seven (7) cases were approved, one (1) case was denied.

Sitting as a Board of Equalization upon recommendation of County Assessor,
set valuation in the amount of $63,779 on parcel number RP42N05W251250A
pursuant to Idaho Code 63-501 for the property owned by Joseph F. Breckner.

Sitting as a Board of Equalization upon recommendation of County Assessor,
set valuation in the amount of  $158,101 on parcel RPM077000A009AA pursuant
to Idaho Code 63-501 for the property owned by Linda Shepard.

Sitting as a Board of Equalization upheld the assessed valuation on parcel
number RPD1290003002CA for the property owned by Rodney and Kathy Proctor.

Filed Jail Inspection Report for July 9, 1999 as inspected by Board of
Commissioners.

Approved, signed and filed Commissioners’ Proceedings for the Week of June
28, 1999.

Approved, signed, and filed request for extension of Latah Health Services
Budget Presentation.

Sitting as a Board of Equalization, tabled request to exceed time to file
protest of valuation for properties located at 237, 239, 243, and 245 N.
Asbury, owned by Betty J. Neuenschwander.

Sitting as a Board of Equalization upheld the assessed valuation on parcel
numbers PPT 130-MV and PPT 010 owned by Ted Shawley.

Sitting as a Board of Equalization, upon recommendation of County Assessor
set valuation of $123,012 on parcel number RPM00000088Y35A for property
owned by Demetrius Koubourlis.

Sitting as a Board of Equalization, tabled protest of valuation on parcel
number RP40N03W360596A for the property owned by Larry E. Cernik and Shawn
D. Cernik, until Monday, July 12, 1999.

Pursuant to Idaho Code 63-105A Board took no action on request of Betty J.
Neuenschwander, for request to exceed time to file for properties located at
237, 239, 243, and 245 N. Asbury.  Protest not filed timely.
