1.	Approval of Minutes of June 14, 1999

2.	Bid Opening -  Street Patch & Overlay - Dean Weyen
As explained on the attached memo, project consists of renovating the 
asphalt surfacing of portions of Third Street, Farm Road, Palouse River 
Drive, and Morton Street.  Bids were opened Wednesday, June 16, 1999.  Two 
bids were received: Poe Asphalt $204,000 and Adair Co $189,598.80. 
 Budgeted amount for this project is $210,000.  Staff recommends acceptance 
of low bid from Adairco.
			Consent Agenda Item #1D
ACTION:  Recommend acceptance of low bid from Adairco in the amount of 
$189,598,80.

3.	Development Agreement for 1350 Troy Road - Dean Weyen
3R Investment, LLC is developing the property adjoining the north side of 
Highway 8 between Eastside marketplace and Sunset Memorial Gardens 
Cemetery.  The attached development agreement is for the proposed public 
improvements.
			Consent Agenda Item #1F
ACTION:  Recommend acceptance of Development Agreement and authorization of 
Mayor's signature thereon.

4.	Cooperative Agreement - Moscow Couplet, South Connection - Gary J. 
Riedner
The Idaho Transportation Department is in the process of obtaining 
right-of-way for the installation of the South Couplet Project.  ITD has 
negotiated a price for the final parcel of property, which includes a 
payment of $135,000 from the City.  The City will receive the $135,000 
revenue from the University of Idaho.
			Consent Agenda Item #1I
ACTION:  Approve Cooperative Agreement with Idaho Transportation Department 
conditioned upon receipt of $135,000 from University of Idaho, and 
authorize Mayor's signature thereon, or take such other action deemed 
appropriate.

5.	Ordinance Adjusting Mayor/Council Salaries - Gary J. Riedner
Moscow City Code 1-81 states that salary adjustments for City elected 
officers shall be made every two (2) years.  The adjustments are to be made 
in proportion to the Consumer Price Index and must be passed six (6) months 
prior to the effective date of such adjustments.  The percentage change for 
both 1998 and 1999 is approximately 4%.
			Council Agenda Item #6
ACTION:  Reject  Ordinance, or adopt ordinance on first reading or under 
suspension of the rules requiring three full and complete readings and that 
the Ordinance be read by title only.
