Here's some of the thinking from Capital Planning (1998):

"Phase I of the project, originally scheduled for a mid-October
completion, should be competed in the next few weeks. According to
Morton,
the original plan for channel modifications resulted in unforeseen
safety
issues and required a revision in the design for the area which is
currently being implemented. Hydroseeding of the creek banks and
installation of erosion control measures will also occur this fall. The
site will be landscaped in the spring and work will begin on a park and
bike path parallel to the creek along the west bank from Highway 95 to
College Street.

Other elements of work under discussion for development in the Sweet
Avenue
district include campus entry features and improved directional signage,
construction of a boulevard along Sweet Avenue, reconstruction of
Railroad
Street from Sweet Avenue to College Street, a parking lot containing
approximately 350 spaces, a pedestrian link across Paradise Creek to
improve the connection of the area with downtown Moscow, and various
buildings to be constructed over time along Sweet Avenue and Railroad
Street providing space for university programs and outreach activities."

My understanding of the planning at that point was that outside of the
park along the creek, and some possible buildings along the main
throughofares, the bulk of the site would become a parking lot, to
compensate for lots to be removed from the center of campus.
