Back where I come from, large, rotting animals (particularly those in
waterways) are considered health threats.  The owners are generally located
and required to dispose of the body, and cited if they do not.

Of course, Idaho has a lot more land than Ohio, so maybe you're counting on
more diffusion and dilution here....
