I suggest that we approach this issue thru a process of identifying and 
prioritizing community goals, based on core values and preferences, 
following with those activities which exemplify the areas of consensus -- 
e.g,,
       - child development interests (children's future might be a top 
priority)
       - adult and family leisure
       - seeking unity with  cultural diversity 
       - fostering inter-personal and inter-group communication
     These kinds of goals might lead to action items such as --
       - a "hands-on museum" for young children
       -  recreational sites for small gatherings, scheduled on a 
first-come basis
       -  community discussion sessions bringing various organizations, 
private and public, together for round-table discussions of current issues
       - holding crrss-cultural exhibits, fairs, festivals, etc.focusing 
on one or more social themes, art, music, etc.
       There are no doubt a lot of other ideas out there that folks would 
like to surface.  This is just a sample.
