1. Approval of Minutes of January 19, 1999
2. Use of Recycled Glass - Amy Wilson, Moscow Recycling Center
Moscow Recycling Education Coordinator Amy Wilson has managed to secure a small glass crusher and kiln valued at $8,500 for Moscow at no cost to the City. The equipment is proposed for use by members of the Moscow community to create artwork out of recycled glass. The City of Sandpoint has also received a crusher and kiln from the same source, the only other entity in Idaho to do so. Amy is proposing that the City of Moscow accept Sandpoint's invitation to participate as co-applicant for additional funds from a private grantor, Foundation Northwest, which funding would be used to facilitate the two programs.
ACTION: Authorize grant application for funding of proposed cooperative program.
3. Consideration of Ordinances Revising Moscow's Fair Housing Ordinance - Dale Pernula
The City currently has a Fair Housing Commission established by Ordinance that accepts complaints regarding unfair housing practices, investigates each complaint, and resolves unfair housing practices through negotiation or by forwarding matters to the City Attorney for prosecution. We have received no such complaints for a very long period of time. The proposed ordinances would change the basic direction of the committee to be pro-active in the determination of the existence, nature, practices and extent of fair housing problems and would provide strategies and resources to resolve the problem by the completion of an analysis of impediments to fair housing and action plan. The proposed ordinances would comply with requirements of the Idaho Community Block Grant requirements regarding fair housing.
ACTION: Prepare recommendations regarding ordinances for consideration by the City Council.
