1. Minutes of January 19, 1999 meeting
2. Parking Lot on Highway 8 and Washington - Gary Presol
The Idaho Department of Transportation has identified a parking lot to be located at the northwestern intersection of Highway 8 and Washington St., at the site of the former Wren House Restaurant. The configuration of the lot and the status of ownership are issues which need to be discussed prior to the south couplet project.
Action: Advise staff and give direction regarding the parking lot.
3. Declaration for a Drug Free Idaho - Gary J. Riedner
The Association of Idaho Cities is promoting a "March for Idaho" anti-drug campaign which features motivational speaker Milton Creagh delivering a message of anti-drugs and anti-violence. The programs are delivered throughout Idaho during the week of March 19 through 26, 1999. The program location for our area is Orofino on March 23 and Lewiston on March 24. The Association of Idaho Cities has requested the City to adopt the attached proclamation.
Action: Recommend adoption of Proclamation or take other action.
4. Ghormley Pool Demolition Bids - Randy Rice
The attached bids were received in response to a Request for Bids for demolition of the Ghormley Park Pool site.
Action: Recommend acceptance of the low bid from Larson Demolition in the amount of $30,992.00 and authorization of Mayor's signature.
5. Paradise Creek 319 Grant - Gary Presol
Staff met with the Paradise Creek Watershed Advisory Group on January 20, 1999 to review possible stream enhancement projects in accordance with Committee recommendations made on January 11 and 19. Projects were identified from U of I, Natural Resource Conservation Service, North Latah Highway District, PCEI and City of Moscow. The total projects proposed amounted to $1.9 million. The amount of grant money available is less than the requests and the scope of the projects have been reduced accordingly. Any reductions are expected to be included in a grant request for FY2000.
Action: List of projects will be presented to Committee on January 25, for review and recommendations.
6. Committee Prioritization/Scheduling/Calendaring - Gary Riedner
The Committee has requested that staff prepare a list of items to be prioritized for consideration by the Committee in coming meetings. The attached list is presented for Committee review and consideration.
ACTION: Set priority of agenda items for the Committee and give direction to staff.
7. Request for Waiver of Street Improvements by Joe Juscen - Gary Presol
A request has been received from Joe Juscen to waive street improvements requirements on A and Lieuallen Streets per the attached letter.
ACTION: Approve waiver or impose street improvement requirements as the committee deems appropriate.
