In his message, Joel contrasted "just talking about the issues" to "getting
involved."  I believe that the first precedes the second  . . . people will
become more interested when they learn more about the issues on the table. 
In other words, one way to engage people in the work of local commissions
and boards is to bring the deliberations to people's attention.  What can
we do to encourage more listserve postings about issues considered by the
Planning and Zoning Commission, for example?
