Mr. Danahy's reasons are all valid, but there are other reasons which
were in an article in the paper about ten days ago.

The biggest reason the Pullman pool will be less expensive is because,
unlike the City of Moscow, the Pullman pool builders do not have to
pay the prevailing union wage.  Another reason is because the
"footprint" (amount of land, amount of excavation) will be smaller
there.
