BOCC Proceedings for week of 6/15/98



COMMISSIONERS' PROCEEDINGS
Week of June 15, 1998 

Commissioners Harry DeWitt, Thomas L. Spangler and Loreca J. 
Stauber met in regular session.  The following actions were taken:

Signed and Filed Commissioners' Proceedings for the week of June 8, 
1998.

Motion and Order to transfer $1,405.00 from budget line 01-29-526-01 
to budget line 01-03-402-00 for increase of Deputy Treasurer hours for 
remainder of FY'98.

Approved, Signed and Filed request for cancellation of taxes on parcel 
number M0000 017 4070, due to property sold to the City of Moscow.

Approved, Signed and Filed Public Defender hours for Gregory C. 
Dickison for the month of May 1998.

Motion and Order to adopt Department Head Salary Scale as proposed 
by the Compensation Committee for FY'99 budget year.

Motion and Order to have all requests for new positions not on the 
Table of Organization, shall, at the Board of County Commissioners 
discretion, be forwarded to the Compensation Committee for review.

Approved, Signed and Filed promotion and subsequent increase in pay 
for Greg Kirk from Assistant Building Inspector to Building Inspector I.  
Table of Organization Planning & Building Department 11, from line 10 
to line 07.  Effective July 1, 1998.

Motion and Order to authorize the Chair's signature on agreement 
between Latah County and Hayden, Ross & Co., to audit the statement 
of Treasurer's Cash (total only) as of May 8, 1998.

Motion and order to appoint Brad Crooks to the Fairgrounds Site 
Committee.  Term effective immediately through December 31, 1998.

FY'99 Budget Presentation  for Latah County Board of Community 
Guardians given by Gary F. Young.  No action take at this time.


FY'99 Budget Presentation  for Pullman-Moscow Regional Airport given 
by David Crowner.  No action taken at this time.

FY'99 Budget Presentation for Latah County Youth Services given by 
Elaine Broyles.  No action taken at this time.

FY'99 Budget Presentation for Latah County/University of Idaho 
Cooperative Extension System given by David Barton and Judy Nest.  
No action taken at this time.

Having held a public hearing at 11:00 a.m. on June 15, 1998 as 
provided by law, shall adjust the 1997-98 budget as follows: to increase 
the Emergency 911 Fund line 33-00-649-03 in the amount of $12,000 
and increase the Assessor/Revaluation Fund line 20-00-439-00 by 
$303. These funds are unscheduled revenues and the expenditure of 
these funds will be at no additional cost to the taxpayers of Latah 
County.  We direct the County Auditor to make the necessary 
adjustments.  Minutes and tape are on file in the Clerk/Auditor's office.

FY'99 Budget Presentation  for Latah County Assessor/Revaluation 
and Motor Vehicle departments given by County Assessor Steve 
Fiscus.  No action taken at this time.

FY'99 Budget Presentation  for Latah County Historic Preservation 
given by Pam Peterson.  No action taken at this time.

FY'99 Budget Presentation  for Clearwater Resource Conservation and 
Development Council, Inc. given by Harry Lee, Ken Houska and Dan 
Pierce.  No action taken at this time.

FY'99 Budget Presentation  for Latah County Historical Society given 
by Mary Reed and Dick Beck.  No action taken at this time.

FY'99 Budget Presentation  for Latah County Local Emergency 
Planning Committee, Disaster Services and Noxious Weed Control 
given by Gary O'Keefe.  No action taken at this time.

FY'99 Budget Presentation  for Latah County Fairgrounds given by 
Duane Minden, Fran Maki and Terry Huhta.  No action taken at this 
time.	

Approved, Signed and Filed request to hire Michael S. Gates, Special 
Hire.  Table of Organization Board of County Commissioners, 
Administration department 05A, Line 07.  Effective June 17, 1998.


Approved, Signed and Filed application for request of second dwelling 
from Esther Nowack at 1020 S. Nowack Lane, Potlatch, Idaho.  
Approval contingent upon annual renewal.

Convened in Executive Session at 2:33 p.m. on June 17, 1998, to 
discuss records that are exempt from public inspection, indigent cases, 
pursuant to Idaho Code Sec. 67-2345 (1)(d); adjourned at 2:50 p.m.; 
eight (8) cases approved and one (1) case denied.

All documents are available for inspection in the office of the 
Clerk/Auditor/Recorder.
