Yesterday (Thurs, June 11) the Missoulan newspaper's front page lead story
was the final approval of their community plan to guide development in the
Missoula area for the next 2 decades.  (After years of public input and
discussion)
	The plan included requirements to publicize, study and incorporate the
hidden costs of development in future projects.
	I assume this plan began with, or was aided by, Dan Kemmis during his
tenure as Missoula mayor.  I hope he will discuss this plan, and the
possiblilities that a community like Moscow could do the same, during his
visit to the Community Retreat tomorrow.
