Here's my limited understanding- the railbed belongs to
A & K construction of Salt Lake City, who did the salvage work. More
likely, they hold the easement. There is one landowner who owns a large
portion of adjacent property between troy and Kendrick who is ademantly
opposed to trail conversion. Opponents have the county commissioners'
ear. Commissioner Stauber is the lone, and I believe guarded supporter of
trail conversion. Its an issue in need of a leader.
The city of Moscow has control of the right-of-way from somewhere near
Tidayman's out to Carmichel or Lenville Rd, the limits of the city's Area
of Impact. The city hasn't decided what to do with their portion of the
RoW.
I think its still possible to win conversion from Troy to Moscow, but it
will take a concerted effort by the public.
