I suspect the Moscow Food Bank won't have trouble unless it applies for a
beer and wine license. And I appreciate Rep. Trail bringing to our
attention that a state agency can issue a "letter of non-action."

California apparently has a similar law on use of the word "bank."
Somebody wanted to open a restaurant in an old bank building and didn't
want to pay for a new sign and apparently couldn't get a letter of
non-action and ended up just using a little paint. The business operated
for years as the First National Bark.
