The answer to this question, I think, is really dependent on what kind of
facility is built. How big it is, whether it is indoors or out-of-doors,
etc. would all determine who uses it and therefore benefits from it.
Children, families, seniors, lap swimmers, etc. are all potential users.
Again, I think someone probably has some data on pool use in a community
such as ours. It would be useful to contact some of those communities and
find out what they have learned about actual usage patterns. Then we can
plan our pool with a little less guesswork about who would use it.
