stoplights--who pays, who benefits?

This is a quote from last week's Argonaut (June 18, 1997.) The report is on
the opening of the Arby's/Sunset Mart/Conoco complex between Taylor and
Lauder on South Main Street. The article quotes Jim Taylor and Dave Riggleman,
managers of Circle K and Sunset Mart, respectively.

[begin quote]

Taylor said the Circle K has been in Moscow for around 25 years. During that
time, the traffic has steadily grown heavier. He said,"Maybe this (new
convenience store across the street) will force the city to put in a
stoplight."

Riggleman agreed, "If we beg and plead enough, hopefully the city will put in a
stoplight at the intersection. We've been on them about it ever since we got
the building permit."

[end quote]

On a related note, the crosswalk at the intersection has reappeared, sort of.
There is still no sign and there are only two parallel lines crossing Main,
none of the ladder rung cross-lines that are in most every other crosswalk in
town.
