The Dutch woonerf is a street design strategy that not only slows vehicles
with devices that Ron mentioned, but is also a way to introduce more green
spaces. Planting trees and other landscaping to create a more narrow
street corridor is key. While the Dutch model looks more like a
landscaped linear "parking lot" through which moving cars/kids
playing/bicyclists all mingle (all are moving at the same speed), this may
be too extreme for the Moscow street in question. I live on Asbury on the
block adjacent to 3rd St. Its one-way and serves as a 0-60 (ok I'm
exaggerating a little) proving ground - it is also virtually void of
trees...hmmm
