Designs or devices to slow the average speed of cars. While I-5 in
Seattle is one of the cheaper versions, since it relies on
a large number owner-supplied cars to reduce average speeds through
congestion, it usually refers to things like speed bumps ("Sleeping
Policemen"), tight traffic circles, turns, or other obstacles which
force cars to slow. There are also psychological factors, like
planting shrubbery along the edge of narrow streets to increase the
driver's perception of speed.
