Hi Bill,
Are you thinking of the Dutch woonerf model where the street is
re-designed to accomodate moving cars, parking, pedestrians, and bikes or
enhancing crosswalks by narrowing the street with landscaped "peninsulas",
installing textured pavers, etc. or simply creating speed bumps and
signage...?
