Thank you for the update Priscilla. One question I have wondered
about is what are the extra costs for rural roads and services as the result of
the increased traffic. There are not many new business being
formed. Most are rural residences depending on Moscow and Pullman
for their employment. The rural residence occupants use the
services of Moscow/Pullman with minimum direct contribution to their
maintenance and up-keep. At the same time the rural residence
occupants increase demands on other parts of the rural tax base. If
one believes that as a general rule each should pay what expenses
they cause or receive benefit from (which I do), then more
restrictive rural residential development makes good sense.
