I think the movie to which John refers is "The Second Civil War." I didn't see
it, but here's the description from the Rocky Mountain News' TV section:
"Comedy, 1997. The media, the White House and the world watch as Idaho's
governor closes borders to a planeload of Pakistani refugrees. Beau Bridges,
James Coburn, Phil Hartman."
