To ask about the possiblity of Moscow's city government using the 2020
list to post announcements of meetings, legal notices, news releases, etc,
I spoke with Gib Myers.
Gib says that the city is now forming a group to explore the
creation and use of a city World Wide Web page (for posting city
documents, codes, announcements, etc). The city is looking for input, and
Gib (who subscribes to this list) will compile comments made to the list
on this subject and pass them on to that group.
My input to that committee was--
--broaden the city's use of electronic communication beyond a WWW
site to active use of email. Now, the city submits all notices, legals,
news releases, etc for publication in the media by first creating a paper
copy and then either delivering that paper copy or FAXing that paper copy
to the media (the media must then retype the info into their system for
publication). I suggest using email to send those notices to media (which
should make the media happier, since they do not have to retype
everything, which should mean better coverage also). Then the 2020 list
could be added to the media receiving those announcements. Thus, the
traditional need of sending announcements to media--plus the added public
exposure of the 2020 list--could be met more efficiently.
--Gib raised the issue of fairness (was it fair to favor those
with access to the 2020 list?). My response was that the suggestion of
using email did not eliminate the traditional use of media to get the word
out (in fact, it made the transfer of information to media more
efficient). It merely added another way of communicating between the city
and residents.
Please comment to the list (and thus to Gib) about these ideas.
