Visionaries--

I met with Marsha Smith, IPUC, Commissioner on Friday to discuss the
issues raised about possible Internet charges that might be instituted by
local phone companies.

It is very difficult for me to understand all of the complex issues involved.
Commissioner Smith says that the primary dispute is over how the Internet
Provider connects with the local company. If the connection is between
states then the IPUC cant' regulate the situation.

Commisioner Smith reportsthat for the present there are no changes in that
an Internet Provider would have to by a switch access instead of business
lines. The bottomline is that there will be no charges to local consumers
of Internet in the near future. That's the best I can do from my notes.

Commissioner Smith also gave me a recent FCC report. I'm sending several
copies out to vision users and ask that you convey your summary of the
information.
