Is it true that Moscow now has a completely different set of standards for
streets in newly-created subdivisions?
As it was explained to me, the answer is yes--and the implications
are significant.
INstead of car-dependent subdivisions without sidewalks, Moscow
will now require narrower streets with wide planting strips and
sidewalks--plus will set up a fund for landowners to plant trees on that
strip.
I found the fund that allows landowners to select and plant the
trees (likely to result in a sense of ownership and caring for the trees)
quite intriguing. I was told the idea was unique to Moscow and developed
by parks department here.
What it means to me is that now Moscow will be growing new little
Fort Russel neighborhoods--not the impersonal cars-first, interaction-last
recent subdivisions we've seen.
Is this actually true?
