I recall seeing design guidelines for big box development developed by the
City of Toronto that you may be interested in. I don't recall many
specifics, but it seems they require a certain % of the building to abut the
sidewalk.
In my community we have little in the way of guidelines, - general design
review criteria - which doesn't provide a whole lot of direction. Circuit
City came to town and insisted on setting the building back on the site and
having all the parking out front. The planner tried to have them orient the
building so it is closer to the street and the parking is on the side, but
Circuit City refused. The irony is that now they're complaining about the
lack of visibility of the building because it is set back so far.
