Because people have to be where they have to be! Pronto! Do you
realise how much time would be wasted if they had to drive 25 mph
instead of 30 mph? Lets use the formula distance = rate x time
(since I recently passed remedial algebra). We can change it to time
equals distance divided by rate or t=d/r. Now it looks like a little
less than a mile from Mountain View to Main Street along Third
Street. We'll call it a mile. The 30 mph time (t1) would be 1/30
hour. The 25 mph time (t2) would be 1/25 hour. The difference (t1-t2) is
the amount of time lost to a reduced speed limit. So t1 = 2 minutes
and t2 = 2.4 minutes, a difference of 24 seconds.

Now that 24 seconds is not just an occasional thing, it is lost Every
Time You Drive Across Town! It adds up. How can people be expected
to keep up with things if they are squandering 24 seconds on every
mile they drive?
