I had a casual conversation with a member of the P&Z Board about a
friend who lived on 6th and had problems backing out of the driveway
in the morning because of traffic. The reply was that 6th had been
designated as an arterial for a long time, and that the friend should
have been aware of the designation before they bought the house.

The object, I believe, is to move cars (containing people) swiftly from one side
of town to the other--in this case from the rapidly developing
"suburbs" east of town to the primary shopping and employment centers
on the west side. Too bad if you live in between! (The previous
sentence is intended as irony).
