It is my understanding that if the city doesn't provide the matching
money in FY1997 (starting July 1, 1996), the money is lost and will be
given to another community in Idaho. With Congress drying up programs
like this, I doubt we'll see anything similar available in the next decade.
This is a one-time opportunity, folks -- if voters turn this down on
Tuesday, we'll have to foot the entire bill ourselves. It's either pay
a little now or pay a lot more later.
