Leaving out the well-organized campaign with ads on country radio,
markee support at Helblings and Bennett's ad in Daily News I'd suggest a
couple of hunches;

1) If it ain't broke, why fix it? As a rural resident (who votes in
Moscow), I see that they take pretty good care of my roads, grading out
washboards shortly after it rains, Robinson lake road got an additional
two miles of pavement last year, etc, etc. and

2) A perseption that the challenger would invest in frivolous things like
bike paths

now I don't subscribe to either of these points of view but I'd guess
they are strong in voters minds
