I've recently learned a great deal since reading Greg's and Tom's
comments regarding the draft Area of Impact proposal. It occurs to
me that in the electoral process, when a jargony issue is on the
ballot, there is a translation (in lay terms) of the impact or
meaning. That is, "the effect of this legislation would be..."

I don't know who takes the time to write that out so that voters
(for the most part) actually understand what they are voting on,
but I think the same principle would be extremely useful here.
"Adopting this aspect of the plan would have the effect of..."

I'm saying this because, relative to Greg and Tom, I feel I lack the
expertise to adequately respond to the language. I have thusfar
relied on their comments to open my eyes to subtle, yet meaningful,
effects of the current language.

Perhaps, Joel, this is why there has not been sufficient discussion
to date.
