A study for the Idaho Trans. Dept found that the state will have a
backlog of hiway needs amounting to $8.7 billion by year 2000. Thats 22
times the annual budget for such things. This problem indicates to me
that our transportation system is unsustainable and that a whole new way
of thinking about tranz is in order.

This is not news to 2020 folks, but I see that the state, in defining the
problem in such terms, provides a tremendous opportunity for the broader
general public to see that the system is bankrupt.

The Idaho legislature has formed a committee to study way to raise the
money. The committee is to hold meetings around the state, and will be
looking at gas taxes, impact fees, local option taxes, cuts to non-hiway
expenditures, transfering costs to non-users, etc, etc.

Bill London suggested a contest around this funding problem, which could
go something like this, How would you raise this kind of money for
new roads?, or What kinds of transportation benefits could be provided
with this kind of bucks besides roads?
