The most recent High Country News has a good article on
Comprehensive Planning in Flathead County, MT. What started out
as a model process for public involvement and long-range protection
of county resources has degraded into a war between planning vs.
no-planning advocates. The no-planning advocates are apparently
winning.

I'm not sure what the lessons are for Latah County from the article
but it is a good read. Hard to have the same level of controversy
over Latah Comp Planning when so few people participate.
