ANNOUNCEMENT OF PUBLIC MEETING

A meeting/workshop will be held for the public to give input to the Latah County Board of County Commissioners regarding the Moscow Area of City Impact

Where: The Moscow High School Auditorium, 402 E. 5th Street, Moscow

When: Tuesday, December 3, 2002 at 7:00 P. M.

Why: The Board of County Commissioners is in the process of starting negotiations on their Area of City Impact Agreement with the City of Moscow. The Board wishes to receive input from the public on the policies in the Moscow Area of City Impact.

WHAT IS AN AREA OF IMPACT?

An Area of Impact is an area that surrounds a city or town, the policies and size of which are agreed upon through negotiation between a city and a county. Because this is considered a transition area from urban to rural land uses, the city, to allow for planning for infrastructure and annexation, has a role in making land use decisions for this area.

WHY DOES THE COUNTY NEED AN AREA OF IMPACT?

Counties and municipalities are required by state law to have Area of Impact Agreements.

WHAT WILL BE THE SPECIFIC TOPICS OF DISCUSSION?

-How large should the Area of Impact be?

-What regulations should be in place in the Area of Impact?

-What type of process should be in place for land use applications in the Area of Impact?

-Who should be doing land use enforcement in the Area of Impact?
