Hello Melynda Huskey,

Does that "effective regulator" have the capability of shutting operations down?
Or of telling an organization what it can and can't do? It seems to me that if 
that kind of control is what is meant by "effective regulator" then they pretty
much own the operation. In other words, he who really controls, really owns.
