Approved proceedings for the week of May 14, 2001



COMMISSIONERS’ PROCEEDINGS
Week of May 14, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, May 14, 2001, and on Wednesday, May 16,
2001; the following actions were taken:

Approved, signed and filed the Commissioners’ Proceedings for the week of
May 7, 2001.

Filed a Tort Claim filed by Raymond A. Limbrick, seeking reforms in the
present Latah County Jail policies.

Filed the Public Defender Hours for the month of April, 2001 as submitted by
Brian D. Thie.

Filed the Public Defender Conflict Hours for the month of February, 2001 as
submitted by D. Ray Barker.

Filed the Court Assistance Office Report for the month of April 2001 as
submitted by Frances Thompson.

Approved, signed and filed a request for a 6-month increment increase for
Jay Waters, Detention Deputy, Sheriff, Department 04E, Line 06, effective
May 1, 2001.

Filed the resignation of Nikki N. Corbeill, Deputy Auditor/Payroll Clerk,
Auditor, Department 01B, Line 04, effective May 31, 2001.

Filed the resignation of Justin Whatcott, Legal Intern, Prosecuting
Attorney, Department 07, Line 08, effective May 18, 2001.

Approved, signed and filed a request to transfer Mia Gomez, Unpaid Legal
Extern, Prosecuting Attorney, Department 07, Line 09 to Legal Intern,
Department 07, Line 08, effective May 21, 2001.

Filed a request to approve Recommendations by the Compensation Committee:
Elected officials submit a salary proposal for themselves for the next
budget year.
The Board conduct an internal/external review of the employee salary scales.

Filed the ICRMP Claims Loss Runs for the month of April, 2001.

Approved, signed and filed a request to authorize Order Releasing Exhibit #5
(an undated aerial photo) from Rezone Application #602 concerning the Betty
J. Scott estate.

By Motion and Order, ratified the approval of payment by Latah County for
the cost of keeping the Potlatch Bulky Waste site open 4 Saturdays per month
at an additional cost of $244.15 per month, through October, 2001.

By Motion and Order, pursuant to P.L.103-322, authorized the Latah County
Courthouse flag to be lowered to half-staff on May 15, 2001 in observance of
Peace Officer Memorial Day.

Passed Resolution 2000-13, transferring funds from Juvenile Corrections
Block Grant 2001, Fund 70-00 “A” budget to “B” budget, on May 14, 2001.

Budget Presentation by Carol Moehrle, North Central District Health
Department, May 14, 2001.  No action taken at this time.

By  Motion and Order, approved the Troy Flood Mitigation Project
advertisement for bids, to furnish material, labor, and equipment to
relocate mobile homes in the Sunset Mobile Home Park in Troy, and approve
the Chair’s signature on the advertisement for bids.

By Motion and Order, convened in Executive Session at 9:03 A.M. on May 16,
2001, to discuss Records Exempt from Public Inspection; Personnel Matters,
Pursuant to Idaho Code Section 67-2345 (1)(a)&(b).  Adjourned at 9:32 A.M.

Approved, signed and filed a request for a Solid Waste Exemption in behalf
of Martin and Michelle Bright, RP38N05W082807A for current year, May through
December, 2001.  House is vacant.

Approved, signed and filed a request for a Solid Waste Exemption in behalf
of Thomas Peterson, MH41N04W052855A.  Home has been moved off property.

By Motion and Order, convened in Executive Session at 11:04 A.M. on May 16,
2001, to discuss Records Exempt from Public Inspection; Indigent, Pursuant
to Idaho Code Section 67-2345 (1)(d).  Adjourned at 11:45 A.M.  One case
approved, zero cases denied.

By Motion and Order, approved the Chair’s signature on the Proxy Vote during
the North Central District Health FY 2002 Budget Hearing, to be held on May
17, 2001.  Proxy gives Shirley Green the authority to vote on the Boards’
behalf.

By Motion and Order, granted the petition for Alonzo Vacation Request No.
613, as amended by John Norton’s April 24, 2001 correspondence (Ex.4)
excluding right of way.
