Proceedings for the week of January 16, 2001



COMMISSIONERS’ PROCEEDINGS
Week of January 16, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Tuesday, January 16, 2001 and Wednesday, January
17, 2001; the following actions were taken:

Approved, signed and filed the Commissioners’ Proceedings for the week of
January 8, 2001.

By Motion and Order, re-appointed Karen L. Owsley to the Latah County
Historic Preservation Commission for another 3-year term, effective January
1, 2001 through December 31, 2003.

Signed and filed the Public Defender Hours for December, 2000, as submitted
by Brian D. Thie.

Signed and filed the Public Defender Hours for December, 2000, as submitted
by Gregory C. Dickison.

By Motion and Order, adopted Ordinance #223, an amendment to the Latah
County Building Code, providing standards for agricultural buildings,
removing the requirements for re-roofing permits.  Commissioners Kimmell and
Nelson voting for, Commissioner Stauber voting against.

Approved, signed and filed a request to approve the recommendation by the
Compensation Committee for the position of Sheriff’s Office Detective,
changing the ranking from a PS5 to a PS6.  To be effective November 1, 2001.

Signed and filed a Performance Bond Certificate ID5917, issued by CBIC
Insurance, consistent with Latah Sanitation solid waste and bulky waste
collection agreements.  Effective January 1, 2001 through December 31, 2001.

Signed and filed a Vehicle Repair notice to ICRMP, Sheriff’s Office.

By Motion and Order approved the Chair’s signature on a Real Estate
Sub-lease Agreement between Latah County and the Moscow Fire Department for
a radio repeater site on Moscow Mountain, at a rate of $400.00 per month,
effective through September 30, 2005.

Approved, signed and filed a Request for Tax Cancellation by DeLage Landen
Financial Service, PPT146M.  Approval prevents double taxation.

Signed and filed the ICRMP Monthly Claims Loss Runs for December, 2000.

Signed and filed a notice from the Idaho State Tax Commission, acknowledging
the creation of the Potlatch Recreation District, via Resolution 2000-27.

By Motion and Order authorized the Chair’s signature on the County Extension
Budget Agreement, between Latah County and the University of Idaho, College
of Agriculture, Cooperative Extension System, for the County Extension
Budget for the period of October 1, 2000 through September 30, 2001.  Latah
County agreed to pay $3,000 to the University of Idaho for a portion of the
faculty personnel costs of David L. Barton and Judith Nest.

Approved, signed and filed Resolution 2001-02 transferring cash from
“Current Expense Cash Balance - 01” to “Justice Fund Cash Balance - 08” in
the amount of $80,000, which shall be reimbursed to the “Current Expense -
Cash Balance -01” upon distribution of the first half of the 2000 tax
monies.  Passed the 16th day of January, 2001.

Filed an acknowledgement of 1-year completion of employment by Molly Ritter,
Communications Specialist, Sheriff, Department 04D, Line 03.

Approved, signed and filed a request for a 5-year increment increase for
Ronald Vietmeier, Patrol Deputy, Sheriff, Department 04B, Line 09, effective
February 1, 2001.

Approved, signed and filed a request for a 7-year increment increase for
Jennifer George, Civil Deputy, Sheriff, Department 04A, Line 05, effective
January 1, 2001.

Approved, signed and filed a request for a status change on the Table of
Organization for Jim Loyd, Detention Sergeant, to Detention Lieutenant,
Sheriff, Department 04E, Line 02, FLSA exempt.  Effective December 2000.

Filed the State/Local Agreement between Latah County and the Idaho
Transportation Department for Project No. STP-7744 (102); Key No. 8377, the
Latah Trail; Moscow to Troy.  The purpose of the agreement is for developing
plans and specifications in order that the federal participation may be
obtained in construction costs.  Maximum available is $495,000.  The County
will provide a match in the amount of 16.18%.

Approved, signed and filed Affidavit of Compliance that served a notice of
Pending Issue of Tax Deed for Carl W. & Barbara H. Patterson,
RPK1450031008BA.  The County shall take the property into Tax Deed and the
Board directed County Planning & Building officials to make a safety
inspection.

Approved, signed and filed authorization to spend up to $200.00 toward a
forum on Rural Health Care on the Palouse.

By Motion and Order, convened in Executive Session at 3:00 P.M. on January
16, 2001, to discuss Personnel Matters; pursuant to Idaho Code Section
67-2345 (1)(a)&(b). Adjourned at 3:17 P.M.

Approved, signed and filed a Request for Solid Waste Fee Exemption, in
behalf of John A. & Martha E. Bieker,  RP38N05W037952A, for the year 2001.

By Motion and Order, convened in Executive Session at 11:25 A.M. on January
17, 2001, to discuss “Records That Are Exempt From Public Inspection;
Indigent,” pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned at 11:55
A.M.  Four cases approved, zero cases denied.

         The Board of County Commissioners performed a Latah County Jail
Inspection as required by Idaho Statute, on January 17, 2001.

By Motion and Order, convened in Executive Session at 3:24 P.M. on January
17, 2001, to discuss “Records That Are Exempt From Public Inspection;
Indigent,” pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned at 3:27
P.M.  One case denied.

Approved, signed and filed a request for a 2-year increment increase for
Mike Kinner, IS Director, Department 05E, Line 01, effective January 1,
2001.

By Motion and Order, authorized the County to make application to Foundation
Northwest for funding assistance of educational and youth activities at the
Phillips Farm.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
