COMMISSIONERS PROCEEDINGS
Week of January 8, 2001

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session on Monday, January 8, 2001; the following actions were
taken:

By Motion and Order, opened as a Board of Equalization.

Signed and filed Resolution 2001-01, appropriating funds for the acquisition
of a portion of the former railroad property between Moscow and Troy for the
development of the Latah Trail and enhancement of a regional non-motorized
transportation system.  Passed the 8th day of January, 2001.

Commissioners Loreca J. Stauber and Paul J. Kimmell met in regular session
on January 8, 2001; the following actions were taken:

By Motion and Order, convened in Executive Session at 8:54 A.M. on January
8, 2001, to discuss Indigent matters, pursuant to Idaho Code Section 67-2345
(1)(d).  Adjourned at 8:56 P.M.  One case was approved.

Approved, signed and filed a Request for a Retail Alcohol Beverage License,
by Gary Greenfield, dba Bucer’s, 201 South Main Street, Moscow.

Approved, signed and filed a Request for a Transfer of a Retail Alcohol
Beverage License from Laura Aichele, dba Laura’s Tea & Treasure, to Colette
Hoffman dba Thorn Creek Grille & Gifts, 520 S. Main, Moscow and the Renewal
of a Retail Alcohol Beverage License, by Colette Hoffman dba Thorn Creek
Grille & Gifts, 520 S. Main, Moscow.

Approved, signed and filed the Commissioners’ Proceedings for the week of
January 3, 2001.

By Motion and Order, authorized the Chair’s signature on a Professional
Services Agreement between Latah County and Geographic Mapping Consultants,
Inc.  Scope of work will be to update rural addresses and zoning ordinances,
prepare county maps and assist GIS Coordinator in database design and
development for a rate of pay of $1,500 per month.  Effective from October
1, 2000 through September 30, 2001.

Filed the Dividend Year-end Premium in the amount of $7,206 from the Idaho
State Insurance Fund, to be applied back to premium payments.

Signed and filed the Court Assistance Office Report for December 2000, as
submitted by Frances Thompson, Court Assistance Officer.

By Motion and Order, Re-appointed to the Parks & Recreation Board: Ken
Hungerford, Robert Larsen, Glen Wood, Dana Magnuson, and Janice McMillan for
one-year terms, from January 1, 2001 through December 31, 2001.

By Motion and Order, appointed Gene Riggs; and re-appointed: Larry McMillan,
Kenneth White, Rich Morrison, Curt McLam, Keith Becker, Vernon Gregg; and
appointed Ben Jenness and Suzanne Lay as ex-officio members, to the
Snowmobile Advisory Committee for one-year terms, from January 1, 2001
through December 31, 2001.

Approved, signed and filed a Request to hire Mia M. Gomez as unpaid Legal
Extern, Prosecuting Attorney, Department 07, Line 09, effective January 4,
2001.

Approved, signed and filed a Request for a 1-year increment increase for
Anna L. Colton, Administrative Assistant, Youth Services, Department 08A,
Line 02, effective January 1, 2001.

Approved, signed and filed a Request for a 3-year increment increase for
Brian J. Dulin, Probation Officer, Youth Services, Department 08A, Line 04,
effective January 1, 2001.

Signed and filed the resignation of Merinda Jones, Part-time Irregular
Tracker, Youth Services, Department 08B, Line 03, effective January 5, 2001.

Signed and filed the resignation of Jennifer Leonard, Part-time Irregular
Tracker, Youth Services, Department 08B, Line 01, effective January 5, 2001.

Signed and filed a Vehicle Damage Report to ICRMP from the Sheriff’s Office.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Helen Mossman-Hudson.

Commissioner Paul J. Kimmell took the oath of the office of County
Commissioner for District One for a two-year term, on January 8, 2001.

Commissioner-elect John A. Nelson took the oath of the office of County
Commissioner for District Three for a four-year term on January 8, 2001.

Prosecuting Attorney William W. Thompson took the oath of the office of the
County Prosecuting Attorney for a four-year term on January 8, 2001.

Sheriff Jeff Crouch took the oath of the office of the County Sheriff for a
four-year term on January 8, 2001.

Commissioners Loreca J. Stauber, Paul J. Kimmell, and John A. Nelson met in
regular session on Monday, January 8, 2001 and Wednesday, January 10, 2001.
The following actions were taken:

By Motion and Order, elected Commissioner Paul J. Kimmell as Chair of the
Board of County Commissioners.  Commissioners Kimmell and Nelson voting for,
Commissioner Stauber abstaining.

Approved, signed and filed the Affidavit of Compliance by Latah County
Treasurer Leslie A. Proctor regarding Notice of Pending Issue of Tax Deed
for Twila Palmer Million, Parcel RP42N05W047814A.  Notice was published in
the Daily News for four consecutive weeks, on November 25, 2000, and
December 2, 9, and 16, 2000.

By Motion and Order, convened in Executive Session at 2:19 P.M. on January
8, 2001, to discuss acquisition of an interest in real property, pursuant to
Idaho Code Section 67-2345 (1)(c). Adjourned at 2:36 P.M.

Sitting as a Board of Equalization, denied the request by Clifford R. Todd
for a tax cancellation on TPT061, and upheld the assessment of $1,388.26 for
the tax year 2000.

By Motion and Order, closed as a Board of Equalization at 4:56 P.M. on
January 8, 2001.

By Motion and Order, directed Larry Hodge, of Hodge & Associates, Inc., to
prepare a Contract Change Order in behalf of GenCon, Inc., on Project No.
2100-03-00, known as Latah Health Services Sewer Project, reflecting a
payment of $5,274.40 for additional services, effectively changing the
contract amount.  Commissioners Kimmell and Stauber voting for, Commissioner
Nelson against.

Approved, signed and filed an Application and Certificate for Payment in the
amount of $23,780.87 to GenCon, Inc.; and a Certificate of Substantial
Completion for Latah Health Services Sewer Relocation Project.

Approved, signed and filed a request to hire Donna Whitney as a temporary
Billing Clerk Assistant, Solid Waste, Department 05C, Line 03, effective
January 4, 2001, and creating Line 03 in the Table of Organization.

By Motion and Order, convened in Executive Session at 2:31 P.M. on January
10, 2001, to discuss Indigent matters, pursuant to Idaho Code Section
67-2345 (1)(d).  Adjourned at 2:50 P.M.  Two cases were approved, two cases
were denied.

By Motion and Order, approved the renewal of a second dwelling permit for
one year in behalf of Randy Doty, 3118 Park Road, Deary, Idaho.

By Motion and Order, approved the renewal of a second dwelling permit for
one year in behalf of Walt & Jean Wiegand, 5860 Highway 95, Potlatch, Idaho.

Approved, signed and filed Latah County Ordinance No. 222, an ordinance
establishing regular meeting times for the Latah County Commissioners,
changing meeting times to: Mondays and Wednesdays, 9:00 a.m. to 5:00 p.m.,
Fridays, 9:00 to 12:00 noon; and whenever a regular meeting date falls on a
legal holiday, the Board may hold its regular meeting on the next succeeding
business day; and repealing Latah County Ordinance #217.  Passed January 10,
2001.

Approved, signed and filed Resolution 2001-03, amending the By-laws of the
Board of County Commissioners of Latah County; Paragraph B of ARTICLE II -
MEMBERSHIP AND OFFICERS, is deleted and the following is substituted:
Chairman.   On the second Monday of January next following election, the
Board shall elect a chairman from among their number.  The chairman shall
preside at all meetings of the Board.  In the event of his/her absence or
inability to act, a temporary chairman shall act as chairman until the
elected chairman is available to perform his/her duties, or until a new
chairman is elected.  Unless otherwise determined by majority vote of the
Board, the duties, authority and designation of the temporary chairman is
hereby assigned among the existing commissioners as follows: in all even
numbered months, Commissioner Jack Nelson shall serve as temporary chairman,
and in all odd numbered months, Commissioner Loreca Stauber shall serve as
temporary chairman.
Passed the 10th day of January, 2001.

By Motion and Order, appointed Commissioner John A. (Jack) Nelson as a
voting member to the Latah Economic Development Council, and an Ex-officio
member to the Latah Health Services, Inc. Board of Directors, the Latah
County Fair Board, and the Latah County Parks & Recreation Board, and the
Moscow Chamber of Commerce Board of Directors.

Clerk/Auditor/Recorder.
