1.	Approval of Minutes of April 12, 1999

2.	Public Improvements for a Flagpole Lot on Vandal Drive - Dean Weyen
We have received a request from Mick Hess to develop a flagpole lot on 
Vandal Drive and for a waiver of any public improvements necessary to bring 
Vandal Drive into compliance with current City Subdivision Standards.
							Consent Agenda Item #1B
ACTION:  Review and make recommendation.

3.	Traffic Signal Agreement with ITD, South Couplet - Dean Weyen
A traffic signal is to be constructed at the new intersection of Highways 8 
and 95 as required of the federal aid process for the South Couplet 
Project.  Reviewed by Randy Fife, Mike McGahan and Dean Weyen.

ACTION:  Recommend approval of agreement and mayor's signature thereon, or 
such other action as deemed appropriate.

4.	Joint Meeting with Transportation Commission - Gary J. Riedner
The new City Transportation Commission is now within one member of being 
filled.  The Commission's objectives are to provide advice and 
recommendations to the Council concerning intermodal transportation issues. 
 The Commission is scheduled to meet with the Committee and discuss ideas 
and expectations of the Committee and then will meet will meet with the 
Planning and Zoning Commission for the purpose of coordination.

5.	Fireworks for Millenium Celebration - Gary J. Riedner
In anticipation of the Year 2000 Millenium Celebration, the Moscow 
Volunteer Fire Department has indicated a willingness to participate in a 
fireworks display on New Year's Eve 1999.  The City is currently working 
with representatives of the City of Pullman, Whitman and Latah Counties, 
Washington State University, and the University of Idaho to help coordinate 
community celebrations to commemorate the second millenium.  Because of the 
anticipated large demand for fireworks for this purpose, it is necessary to 
commit to purchase of fireworks before mid-May, 1999 to ensure that they 
are available.   A request is being made for the City to help fund the 
purchase of these fireworks from the non-prioritized projects.  Reviewed by 
Public Works/Finance Committee April 19, 1999.

ACTION:  Recommend authorizing staff to order fireworks supplies for the 
Millenium Celebration, or take such other action deemed appropriate.
