Fritz is right, there was a proposal in front of the Moscow P&Z
commission 3 weeks ago that involved filling some Paradise Creek floodplain.
Our present zoning regulations allow development in the floodplain so long
as neither structures nor fill encroach on the "floodway" -- which is
generally only that area immediately adjacent to the stream. The lower
floor of structures must be at least one foot above the 100 year flood
level. These are essentially the requirements imposed by FEMA to qualify
for federal flood insurance. Since the proposal met these requirements, we
had little legal choice as a commission but to approve the proposal, which
we did (although I abstained because of my unease about the floodplain
filling). Clearly we need to revisit the zoning sections which deal with
floodplain development -- and hopefully tonight's session can be a start in
that direction.

I compute that filling the parcel in question would reduce the water
storage capacity of the floodplain at flood stage by about one acre-foot.
That translates to about 1 cubic foot per second over a twelve hour period
that would have to go elsewhere since it would not be stored on the parcel.
That may not sound like much, but when you add up all the similar parcels
along Paradise Creek that have been filled, or might be filled in the
future, it seems that floodplain filling must have a very important effect
on the severity of our flooding problems.
