Moscow Bill of Rights ( need feedback)



    I was curious as to what people on Vision 2020 would think about creating a "Bill of Rights" or "Moscow Constitution"? I was thinking along the lines of things that would require the City of Moscow to ask voters before taking certain actions or prevent them from being able to do without the consent of it's residents. Here are a few ideas:

1) anti-discrimination policy

2) tax increase limit per year limit

3) the right to address the city council on any issue at any meeting for atleast 1 minute in open forum

4) punishment limits for crimes

5) quality education definition

Please let me know what you all think!
