Avista Surcharge

Visionaries:   Recently Avista filed a request to cointue the existing
Power Cost surcharge of
19.4% for an additional 12 months.   An article that appeared several days
ago indicated that
Avista had requested the Idaho Public Utility Commission to lower the rates
on natural gas.
The fact is that over the past 25 years the utility companies have
requested lowering of rates
on several occasions.   I suspect the number of increases outweighs the
requests for lowering
rates.  But lower rates have, on occasions, been approved.
